WHAT DOES A MANAGEMENT AND PROGRAM ANALYST DO? As a Management and Program Analyst in Tax Exempt & Government Entities (TE/GE) Human Resources (HR), you will use program/project management skills as well as a mastery of HR principles, concepts, practices, laws, regulations and consultative skills to align those strategies, policies, and programs relating to substantive TEGE HR programs which in turn contribute to meeting the TEGE mission. As the TEGE HR Recruitment and Placement technical expert, you will be responsible for accomplishing various analytical studies, programs or projects involving recruitment and placement, complex programs, systems, or issues that may have impacts on multiple locations and/or organizations, employees and managers in all affected areas within TEGE. Specifically, you will work directly with the Code of Federal Regulations (CFR); Office of Personnel Management (OPM) Merit Promotion, Qualification Standards and/or Delegated Examining Unit rules and regulations; Internal Revenue Manual (IRM); Guide to Processing Personnel Actions, and administrative pay guidelines. As a Management and Program Analyst you will:
Meet with managers and executives within TEGE to define the overall goals and objectives of the program/project, including hiring initiatives Independently administer the most complex HR programs and projects within TEGE that have impact on staffing/recruitment and employment policies Prepare action plans and schedules and/or direct, plan, and coordinate various phases of program/project accomplishment, both short and long-range, including hiring initiatives; ensure that plans are consistent with TEGE's goals, schedules, and policies Establish a system to review, control, and report on program/project status. Monitor program/project status and adjust work plans for program/project accomplishment including hiring initiatives Prepare recommendations for resource requirements to accomplish the program/project; negotiate with managers of various components of TEGE to obtain needed resources and support Utilize comprehensive knowledge of the range of laws, policies, regulations, and precedents applicable to assigned programs or projects Prepare evaluations and/or conduct briefings and prepare comprehensive reports and/or provide guidelines to keep managers and executives advised of project plans and progress and to communicate findings and recommendations Conduct in-depth analyses of project data, requirements, and impact; identify problem areas and determine how to resolve them. GS-14 LEVEL:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes experience with a wide range of evaluative and analytical methods and techniques and experience applying these methods and techniques to formulating and executing program plans related to Human Resources (HR) from a business perspective, such as significant hiring plan initiatives. Experience in formulating, planning, scheduling, implementing and/or directing program/project plans (i.e., recruitment and assessment processes) and monitoring and/or coordinating analyses of programs or projects. Experience researching and applying the laws, policies, regulations, and precedents applicable to operations (i.e. 5 CFR, IRM and OPM Handbooks). Experience preparing and presenting briefings, reports, analysis, findings, and recommendations to managers and employees to resolve problems and/or issues; experience communicating orally and in writing. Experience working with systems in an automated environment and administering programs and projects using automated tools (i.e., CareerConnector, HRConnect and/or other related tools/systems). - The experience may have been gained in the public sector, private sector or Volunteer Service. Estimated Salary: $20 to $28 per hour based on qualifications.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
