WHAT DOES AN INTERNAL REVENUE AGENT, EMPLOYEE PLANS, DO? An Internal Revenue Agent, Employee Plans, may serve in one of a couple of different roles, i.e., as an Employee Plans Agent or as a Voluntary Compliance Agent. In either role, you will work independently to make determinations on the qualification status and to perform examinations of complex employee plans. You will use your expertise and accounting knowledge to analyze applications of difficult pension, stock bonus and profit sharing plans, examine and interpret provisions of the plans and perform audits on related tax returns. You will also provide analysis and support for the planning, development, delivery, monitoring and evaluation of the voluntary compliance programs specific to the areas for which you are responsible.As an Internal Revenue Agent, Employee Plans Agent, you will:
Analyze applications and issue determination letters on difficult pension, profit-sharing and stock bonus plans under applicable Internal Revenue Code provisions. Examine and interpret the provisions of plans and documents accompanying applications. Analyze information in exhibits and applies technical tests to determine if applicable statutory and other requirements are met. Audit returns filed in connection with the above plans. Review operating mechanics. Consider probable effects of contributions and benefits, and ensures that plans are benefiting employees in general and do not discriminate in favor of highly compensated employees. Analyze amendments to existing plans to determine if their qualification or exempt status is adversely affected. Examine curtailments and terminations of a plan and determine if discrimination will result and if a valid business reason existed for such action. Examine employer's return for employee's pension or profit sharing plans to substantiate deductions for contributions made under deferred compensation plans. Provide accurate technical expertise to serve internal and external customers with professional and helpful service. Confer with customers to determine whether the plan satisfies all the requirements for qualification. Contact third parties to obtain or verify information. BASIC REQUIREMENTS FOR ALL GRADESA Bachelor's or higher degree in accounting from an accredited college or university that included at least 30 semester hours (45 quarter hours) in accounting or 24 semester hours in accounting and an additional 6 semester hours in related subjects such as business law, economics, statistical/quantitative methods, computerized accounting or financial systems, financial management or finance. ORA combination of experience and education at an accredited college or university equivalent to a four year degree that included courses equivalent to a major in accounting, i.e. at least 30 semester hours in accounting or 24 semester hours in accounting and 6 semester hours in related subjects as described above. ORA Certificate as a Certified Public Accountant (CPA) obtained through written examination in a State, territory or the District of Columbia. ORAre currently serving as an Internal Revenue Agent GS-0512 and have been in this position for at least one year or was previously an Internal Revenue Agent GS-0512 and held the position for at least one year. ANDYou must possess the following professional accounting knowledge's:
Principles of Accounting, Intermediate Accounting, Cost Accounting, Advanced Accounting, and Auditing. If not from an academic environment, the knowledge can also be obtained from certain work experience. In addition to the above, you must meet the requirements described below:
GS-13 LEVEL:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
Experience that demonstrates accomplishment of accounting techniques and practices of the Internal Revenue Code, regulations, rulings, procedures and court decisions; principles of tax administration, laws, and rulings. Knowledge of tax laws and regulations relating to employee plans sufficient to analyze applications and issue determinations on various contribution or benefit plans; Knowledge of pension and profit-sharing area of tax law, precedents, rulings and court decisions in order to substantiate deductions for contributions made under deferred compensation plans and to examine the bookkeeping of the plans and related operations of the trust; Knowledge of actuarial science sufficient to recognize problem areas and to recommend courses of action; and Ability to successfully examine or review a wide variety of compensation plans and/or related proposals.- The experience may have been gained in the public sector, private sector or Volunteer Service. You must have been at the GS-12 level for 52 weeks (time-in-grade requirement).

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
