WHAT DOES AN INTERNAL REVENUE AGENT, EMPLOYEE PLANS, DO? An Internal Revenue Agent, Employee Plans, may serve in one of a couple of different roles, i.e., as an Employee Plans Agent or as a Voluntary Compliance Agent. In either role, you will work independently to make determinations on the qualification status and to perform examinations of complex employee plans. You will use your expertise and accounting knowledge to analyze applications of difficult pension, stock bonus and profit sharing plans, examine and interpret provisions of the plans and perform audits on related tax returns. You will also provide analysis and support for the planning, development, delivery, monitoring and evaluation of the voluntary compliance programs specific to the areas for which you are responsible.As an Internal Revenue Agent, Voluntary Compliance Agent, you will:
Analyze applications and issue determination letters on difficult pension, profit-sharing and stock bonus plans under applicable Internal Revenue Code provisions. Examine and interpret the provisions of plans and documents accompanying applications. Analyze information in exhibits and applies technical tests to determine if applicable statutory and other requirements are met. Audit returns filed in connection with the above plans. Review operating mechanics. Consider probable effects of contributions and benefits, and ensures that plans are benefiting employees in general and do not discriminate in favor of highly compensated employees. Analyze amendments to existing plans to determine if their qualification or exempt status is adversely affected. Examine curtailments and terminations of a plan and determine if discrimination will result and if a valid business reason existed for such action. Examine employer's return for employee's pension or profit sharing plans to substantiate deductions for contributions made under deferred compensation plans. Provide accurate technical expertise to serve internal and external customers with professional and helpful service. Confer with customers to determine whether the plan satisfies all the requirements for qualification. Contact third parties to obtain or verify information. As an Internal Revenue Agent, Voluntary Compliance Agent, you will:
Identify and gather compliance data, customer feedback, input from others, and other information, to identify compliance trends or problems that may be addressed by modification and/or expansion of programs and by customer education and outreach. Identify voluntary compliance error trends or issues that may be used as an educational tool to improve technical skills. Participate in workshops or other programs to develop expertise in the voluntary compliance programs. Analyze applications and issue determination letters on the classification of complex pension, profit sharing, and stock-bonus and bond purchase plans under applicable Internal Revenue Code provisions. Plans and related proposals reviewed are complicated in nature, involve a large amount of money and/or a large number of participants or involve unusual features and novel problems. Examine and interpret the provisions of plans and documents accompanying applications. Analyze information in exhibits and apply technical tests to determine if applicable statutory and other requirements are met. Review operating mechanics, consider probable effects of contributions and benefits and assure that plans are benefiting employees in general and do not discriminate in favor of officers, stockholders, or others. Analyze amendments to existing plans to determine if their qualification or exempt status is adversely affected. Examine curtailments and terminations of plan and determines if discrimination will result and if valid business reasons existed for such action. BASIC REQUIREMENTS FOR ALL GRADESA Bachelor's or higher degree in accounting from an accredited college or university that included at least 30 semester hours (45 quarter hours) in accounting or 24 semester hours in accounting and an additional 6 semester hours in related subjects such as business law, economics, statistical/quantitative methods, computerized accounting or financial systems, financial management or finance. ORA combination of experience and education at an accredited college or university equivalent to a four year degree that included courses equivalent to a major in accounting, i.e. at least 30 semester hours in accounting or 24 semester hours in accounting and 6 semester hours in related subjects as described above. ORA Certificate as a Certified Public Accountant (CPA) obtained through written examination in a State, territory or the District of Columbia. ORAre currently serving as an Internal Revenue Agent GS-0512 and have been in this position for at least one year or was previously an Internal Revenue Agent GS-0512 and held the position for at least one year. ANDYou must possess the following professional accounting knowledge's:
Principles of Accounting, Intermediate Accounting, Cost Accounting, Advanced Accounting, and Auditing. If not from an academic environment, the knowledge can also be obtained from certain work experience. In addition to the above, you must meet the requirements described below:

You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:

Knowledge of and skill in applying professional accounting principles, theory, and practices to analyze and interpret accounting books, records, or systems specifically to determine their effect on Federal tax liabilities and their adequacy for recording transactions affecting tax liabilities; Skill in interpreting and applying Federal tax law for individuals, business, and /or exempt organization, partnerships and corporations; Knowledge of business and trade practices to develop tax issues based on analysis and evaluation of overall business operations and financial condition; Knowledge of corporate financial transactions and financial management principles and practices; and Skill in interacting effectively with a abroad range of individuals and in negotiating with specialists in accounting, legal, tax and other similar business-related professions.- The experience may have been gained in the public sector, private sector or Volunteer Service. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
